Description: I need a program that facilitates connections between people in a mobile environment. The following is a scenario which describes what i need to do:

A person "A" needs to connect to another person "B" who has experience or information (or both) he needs e.g. the person is seeking information on chicken business. Person "A" contacts a program(the program should feature both voice and text submission) which then searches for the most relevant person to connect person "A" to, in searching for the most relevant person to connect person "A" to, the program will search through a database of people who have already registered (names, age, sex, occupation/experience,phone no.,the registration should also include testimonials from friends and others who know the person well), it should connect person "A" to the most relevant person from the database in terms of key words person "A" would have submitted in the query to the program. the program returns 3 results to the mobile application on person "A"s phone, result one: 'paid connection'-this is the connection which is most relevant but which needs a payment to be made, result 2 is a sponsored connection which means person A will get an ad with the connection and result 3 which is a free connection but not necessarily very relevant. person A should then click on the result he/she feels suits them and will be automatically connected to the person(i.e mobile-mobile connection via an application), however person A's phone cannot have the ability to store the other person's no. so that any connection a person requires will have to happen via the application on his/her phone, the server and the other person's application on his/her phone.

this is an interesting application that am really willing to see work. Unlike the ID program which had a delay in payment by my sponsor, this project already has cash committed and so a down payment will be wired on acceptance.

Project

Subcategory: Telephony Programming
Description: I need to recognize or clean up phone numbers in access database files and on a web form entry routine to make Skype phone calls
I believe that PNR is the solution and I require expertise at installing it with a .asp routine
The PNR is a standard COM-component that can be called from any programming language that supports such components. If you are are developer I am sure you know what I am talking about. A re-usable component!
What I need it do
The major uses for the PNR:
1. Finding phone numbers in text or html. If you supply it with a (long or short) body of text or html it will return a collection of all the phone numbers found in the text.
2. Cleaning up existing phone numbers, making them into proper international dialling numbers.
3. List of countries in 7 languages. I need to have a list of country names localized (and maybe even grouped by part of the world) the PNR has all that built in.
4. I want to place it on a web server to help make phone numbers into the proper international dialling format before storing them into a database and sending them as a formatted email.
The component doesn't have any dependencies so you can basically install it on any machine running Windows.
Example
We have a customer database with phone numbers in it:
1. Customers are mainly in the UK and don't have the country code filled out.
2. Some customers are in other countries and they do have the country field filled out.
3. Phone numbers can be either in local format or in international dialling format (starting with + or 00)
In this scenario we want to use the PNR to clean up the phone numbers and enable our Skype users call via SkypeOut. We could supply the current number for example  0151...  and GB for United Kingdom.
The PNR component would then return  +441515311777  .
The PNR should (correctly) removed the 0.
The PNR knows the full list of such city codes prefixes for every country in the world. Also it knows when to remove them and when to leave them in (in Italy for example).
