ANIMATION for AIRBORNE FIRE FIGHTING- Request for Proposals

We are developing a wholly new method of fighting wildfires from the air. This document addresses the development of an animated short film for use in explaining and promoting the concept. It should be narrated, with music, in a most dramatic way.
WSYS is a codename for the wildfire fighting system, and will be used below.
The film should be 5-7 minutes in length, and combine videos from a number of sources to tell the story. Components will be:
1. The 911 office showing a call reporting a fire coming in and the dispatch of emergency services;
2. A government agency office calling for WSYS, based in a remote city, for services
3. An airport with a fleet of large aircraft, ready to fly against the fire
4. Flight crews racing through the city, red light and siren, to the airport
5. Flight crews “scrambling” at the airport readying for flight;
6. A small business jet taking off in advance to inspect the fire site- the “spotter”;
7. InfraRed (IR) maps (shown on news agencies during the latest fires) created by the spotters.
8. Large transport airplanes such as DC-10s taking off: the “fireplanes.”
9. Pictures of a wildfire (from available news footage) threatening humans
10. News clips of frightened people (especially the most vulnerable: children) evacuating themselves, their belongings and animals
11. The fireplane approaching the region
12. [Optional: Air Traffic Controllers designating the region as “off limits” to other aircraft- possibly staged in an FAA radar room or control tower]
13. The animation shows the attack on the fire. More details to be provided later, but water will literally rain down, putting the fire out.
14. The fireplanes return to base.
15. Footage showing very thankful people, particularly safe children, returning to their undamaged homes.
Most of the movie will be combinations of existing and/or staged video clips. Parts will require animation of equipment not yet in existence, installed on the aircraft and dispensing on the fires. [Details, including drawings, to be provided]. For purposes of quoting this part, envision that the animation must represent a fireplane of a new design swooping down onto a fire and dumping water on it.
The project includes the research in finding and selecting suitable existing or staged film clips, plus the animated insertion of the planned new equipment.
